Dubai to issue building permits in minutes using AI with no human intervention
Dubai is developing an AI system to issue building permits for private and investment villas in minutes, automatically checking plans and building codes.
Dubai is developing an artificial intelligence-powered system that will automatically issue building permits for private and investment villas, reducing a process that currently takes days to just minutes.
The new Dubai Municipality system will read submitted drawings and documents, check designs against the Dubai Building Code, assess structural safety and engineering requirements and make permit decisions without human intervention.
The project will be implemented in three phases over 26 weeks before being fully rolled out for private and investment villa building permit applications submitted by engineering consultancy firms across Dubai.
Dubai Municipality said the project will deliver a fully integrated digital system capable of automatically issuing building permits.
The system will read submitted drawings and documents and verify their compliance with the Dubai Building Code and all relevant technical and engineering requirements.
AI building permits
The objective is to ensure both speed and accuracy throughout the permitting process.
Customers will also be able to conduct pre-submission design checks before submitting their applications.
Once applications are submitted, the system will be capable of providing instant decisions.
Dubai Municipality said the technology will reduce building permit issuance times from days to just minutes.
Where additional information or design amendments are required, customers will receive immediate and clear feedback and guidance.
What will Dubai’s AI building permit system check?
The AI system will initially automate the issuance of building permits for all private and investment villas.
An intelligent AI agent will be capable of:
- Verifying plot planning requirements
- Reviewing architectural designs against the Dubai Building Code
- Assessing mechanical, electrical and plumbing systems
- Validating structural safety and building stability requirements
- Cross-checking data across submitted drawings and supporting documents
- Automatically generating building card information
AI will limit manual building permit reviews
The project will also change the way the Municipality processes applications internally.
Manual reviews will be limited to exceptional cases, significantly reducing processing times.
The changes will allow technical teams to focus on higher-value activities while improving the quality and accuracy of data and analytics used for decision-making and future planning.

The project will be implemented through three main phases over a 26-week period.
The first phase will focus on developing and testing the AI agent.
During this stage, the technology will be tested on its ability to assess compliance with the Dubai Building Code across multiple engineering disciplines.
A pilot phase will follow in collaboration with a selected group of engineering consultancy firms.
The pilot will evaluate the system’s performance in a live operating environment and collect feedback on the user experience.
The third and final phase will see the system fully rolled out for all private and investment villa building permit applications submitted by engineering consultancy firms across the emirate.

The completed system will be fully integrated into the Build in Dubai platform.
The project forms part of the Municipality’s efforts to modernise the emirate’s building ecosystem and accelerate government procedures through advanced digital technologies and artificial intelligence.
The Municipality said the initiative will support greater ease of doing business and improve the customer experience.
It also forms part of the emirate’s wider vision to develop a smart and sustainable city and advance the future of government services.
